
The Helm of Midnight by Marina J. Lostetter
Characters: 8, some of the secondary characters were distinguishable but a lot of them blended together for me. However, the plot was served by the three primary-perspective characters and they felt well-developed and distinct in voice. Atmosphere: 10, the world was well laid out, and the atmosphere was conveyed largely through the emotions of the primary-perspective character at the time.
